The Community Development Department consists of planning, zoning, GIS, and building inspections.

Planning & Zoning

The planning and zoning is responsible for text changes, subdivision review, site-plan review,as well as issuing sign and zoning permits.

Building Inspections

The building inspection portion of the department is responsible for enforcing the North Carolina building codes, minimum housing and National Flood regulations.

GIS & Mapping

A Geographic Information System (GIS) is a computer based mapping system used for the creation, storage, and maintenance of geographic (spatial) digital data.

Code Enforcement

Code enforcement is the responsibility of Code Enforcement Officer Boonbumrung at 910-328-4131 x 115.


CAMA regulations are the responsibility of Jason Dail with the Wilmington CAMA office at 910-796-7221.


Surf City requires that all construction, renovations, signs and development be done under a valid permit issued by the Town. Please call us to find out if your project requires a permit prior to work being started. Lot clearing is not allowed without a zoning permit

**Beginning June 12, 2019, the Town of Surf City will start using the ViewPoint online permitting system.

Instructions on signing up for your account. The process is simple, and you will be submitting online permit requests in minutes.

Once you sign up and select your permit, the ViewPoint system has further instructions on how to submit the application and other required documents. Also included are detailed instructions on how to request inspections online and receive inspection results.
